Queries on religious matters

I had written to a mobed in Bombay (I was told he was a very sensible person), asking for a meeting to discuss the continuance of our religion in India. "Some of us Parsi Zarathushtis are concerned about the fate of our community which is approaching extinction. The whole idea is to find solutions to this problem of dwindling numbers and if possible to organize a meeting of the Vada Dasturs’ Council.” To this I received a reply stating: "The Vada Dasturs’ Council does not seem to be functional now. The issues outlined by you have already been discussed and debated umpteen number of times, and I do not wish to state anything further. The vada dasturs have already given their opinions and guidance on these issues. Kindly excuse me.” He did not state who the participants in the discusions were or where and when these discussions took place. Needless to say, I was most disappointed with the response. My simple question is: Why are our dasturs shying away from responding to queries on religious matters?
